The Role The Director of Operations leads and maintains accountability for reliable, high-quality operations across the Division, with responsibility for 24/7 Integrated Resource Center staffing services. The role plans and executes operational priorities, coordinates team members and resources, and ensures work is delivered within established timelines, service expectations, and budget parameters. Strong relationships with divisional and ministry leadership, including ministry CNOs, is central to the position. Key processes include assessing operational needs; monitoring staffing, service, financial, and performance data; identifying trends and risks; developing improvement plans; and reporting progress and outcomes to leadership. This is a hands-on leadership position requiring strong communication, project and change management, healthcare operations expertise, and sound independent judgment. Qualified candidates must work effectively in a fast-paced, highly matrixed environment; lead and develop assigned teams; manage competing priorities; maintain responsive customer service; and support operations during capacity constraints, inclement weather, emergencies, and other disruptions. Major challenges: * Establishing and standardizing practices across the Central Division * Using analytical skills to comprehend complicated issues and formulate creative solutions. * Understanding and remaining current with the complexities of both the timekeeping and staffing functions, as well as the content and implications of multiple union contracts. * Giving clear, concise, and thorough instruction via phone and/or email without misinterpretation. * Re-directing resources effectively in emergent situations. * Remaining calm and courteous with multiple, often competing priorities while modeling professional nursing standards and expectations at all times. * Maintaining a flexible work schedule to support a 24/7 operation. What You'll Do * Lead and maintain accountability for reliable, high-quality 24/7 Integrated Resource Center operations across the Division. * Oversee staffing and agency services to support safe, efficient workforce allocation and dependable coverage. * Partner with divisional and ministry leaders to understand operational needs, align staffing plans, resolve service issues, and support efficient care delivery. * Use staffing, operational, financial, service, and outcome data to identify trends, guide decisions, optimize resources, and improve performance. * Develop and manage reporting for improvement portfolios, milestone plans, financial outcomes, project timelines, risks, and performance measures. * Organize and facilitate recurring meetings with leadership, team leads, and executives to gather information, communicate progress, resolve barriers, and develop countermeasures. * Set and manage clear expectations with team members and stakeholders, and monitor progress against service commitments, work plans, and deadlines. * Direct timely operational response during capacity constraints, inclement weather, emergencies, and other disruptions, including resource redirection, escalation, and maintenance of coverage. * Ensure operations comply with applicable policies, regulatory requirements, labor agreements, workforce practices, and financial controls. * Identify and implement sustainable improvements, technology-enabled solutions, and best practices that strengthen quality, efficiency, reliability, customer service, and workforce outcomes. * Travel, present, or provide training as needed to support divisional initiatives and operational priorities. What You'll Bring Education & Credentials • Required: Bachelor's degree in nursing or related field. • Preferred: Master's degree in nursing or related field. • Preferred: PhD or DNP. • Required: Experience healthcare, staffing, scheduling, timekeeping, or analytical tools and databases. • Preferred: Clinical training or education and a current RN license. • Preferred: Project Management Professional certification. Experience & Expertise * 8 years of experience leading and mentoring staff, managing performance, resolving conflict, and leading/managing change initiatives. * 8 years of experience in large, multi-functional health care or equivalent environment. * 2 years of experience with healthcare staffing in an acute care setting. * 5 years of direct care nurse experience in acute hospital setting and progressive leadership in a nurse leader role (preferred) (supervisor, manager, director). * 2 years of demonstrated experience with project management principals (preferred). * 2 years of demonstrated experience with current data analysis principles, methods, procedures, practices, tools and techniques (preferred). Professional & Leadership Capabilities * Ability to lead complex organizations through transition and change. * Ability to understand customer needs and deliver services based on the region to meet their needs. * Ability to conceptualize and implement new service delivery models based on the regional needs. * Ability to work in a multi-entity, highly matrix organization including hospitals and satellite facilities at the region and PH&S system level. * In depth working knowledge of staffing and timekeeping processes and systems critical towards system-wide centralization and standardization efforts. * Ability to evaluate, develop, and manage employees in a way that motivates them to grow and be their best. * Ability to use independent, critical judgment in all aspects of matching skilled resources with needs. * Basic understanding of labor laws and state regulations related to staffing, advanced understanding of union contracts. * Excellent verbal and written communication skills, with particular skill in tactful, direct and sensitive communications. * Ability to effectively manage multiple priorities and meet deadlines while demonstrating positive interpersonal skills in interactions. * Ability to handle information with utmost confidentiality and discretion. * Ability to model professional and ethical conduct consistent with the Providence Health & Services mission, vision and values at all times. * Demonstrated advanced interpersonal skills, including the ability to develop and maintain positive relationships and build trust and credibility with staff and leadership. * Demonstrated performance management skills including performance development. * Ability to be available and responsible in a 24/7 operation. * Knowledge of health care environment, staffing, timekeeping, customer service management and human resource management practices. * Ability to identify and solve problems, think critically and creatively, make decisions and implement change and system improvements for long-term resolution. * Demonstrated negotiations and mediation skills. * Expert knowledge of Kronos staffing software system. * Ability to oversee and provide guidance to a large group of employees under the direction of the Executive Director, Operations PSJH Integrated Resource Center. * Demonstrated advanced knowledge and ability working with multiple software packages and spreadsheet software such as Excel, power point, etc. * Ability to adapt to constantly changing ministry needs and staffing volume, while maintaining a positive attitude and excellent customer service skills. * Ability to develop collaborative effective working relationships with customers, Nursing and Allied throughout the Oregon region. The full pay range is listed in accordance with applicable law. Final compensation will be determined based on qualifications, experience, organizational compensation alignment, and the approved hiring department budget for the position.
